Postal Status Of PAN CARD – पैनकार्ड की डाक स्थिति

When the new, corrected or reprinted card is finally printed, it is dispatched by  Speed Post / Registered post  of Indian Post  or by A-class private couriers. Generally,  pan cards related to big towns / cities (served by A class Couriers) are dispatched by the couriers and to other places, pan cards are sent  / dispatched by Speed Post / Registered post of Indian Post.

अंत में नया, सही व रीप्रिंटेड पैनकार्ड  कार्ड  मुद्रित करने के बाद, उसे  भारतीय डाक की स्पीड पोस्ट / पंजीकृत डाक द्वारा या ए-वर्ग निजी कोरियर द्वारा भेजा जाता है। आम तौर पर, बड़े शहरों व कस्बो से संबंधित पैन कार्ड कोरियर द्वारा तथा   अन्य स्थानों पैन कार्ड  भारतीय डाक सेवा की स्पीड पोस्ट / पंजीकृत डाक द्वारा  भेजा जाता है।

AADHAR CARD – VALID DATE OF BIRTH PROOF ALSO FOR PANCARD PURPOSE SINCE 17.04.2015

On the occasion of Deepawali Festival, www.pancard.org.in and www.etdsdsc.com, both the websites of Moon Soft Technologies Pvt. Ltd. have launched it’s new pancard service for all NRIs and Non-Indians of total around 105 countries on 24.10.2014. Service for correction, duplicate and reprint of Pancard for all NRIs and Non-Indians is already in operation.

Features of New Pancard Service

1. This pancard services will be available only for 105 countries. Applicant may visit the list such countries at www.incometaxonline.co.in/countries-whose-citizens-eligible-for-indian-pan-card in google search.

2. Presently, online payment will be accepted only in Rupee, the Indian Currency.

3. Offline payment is also accepted in case of problem.

4. If applicant has the passport, self attested copy of his/her passport is sufficient valid proof for all the three purposes ID Proof, Address Proof and Proof of Death of Birth.

5. Pancard will be delivered directly by post or courier at the given address of the applicant.

6. If the applicant has valid proof for any Indian address, he/she may get the delivery of pan card in India also. Applicant may visit the list of valid proofs for Address in India at http://pancard.org.in/requirement-id-address-and-date-of-birth-proofs-for-pan-card-application/ in google search

Precautions while submitting application

    Each applicant should take following precaution while preparing the application online and despatching the hard copy of application :-

A. Applicant should read all details, instructions available on the home page, posts, comments etc on www.pancard.org.in.

B. Passport is best ID Proof but in case, applicant does not have passport, he/she should choose other provided options while filling the application online.

C. After filling the application, make the online payment. After making the payment, applicant will get an online acknowledgement of payment with instructions and applicant should read those instructions also.

D. Applicant should download his/her application directly and/or through soft copy of acknowledgement or his/her email inbox and a clear print-out should be taken.

F. Total two colored photographs [Front faced, with plain & light back ground and complete face (both ears and head should be clear)] should be pasted on the hard copy of application at given places.

G. Applicant should make total 3 signatures at given locations and applicant should also see the ‘Signed Sample Form’ at http://pancard.org.in/pan_forms/pan-sample-form.jpg

H. After completing the application in all respect, it is advisable (optional) to send a scanned copy of application Form (49AA) and enclosures by email to info@etdsdsc.com for approval and guidance by mentioning your order number in ‘Subject’ to avoid any type of short comings and expeditious allotment of Pan Number / despatch of Pancard.

I. In case ID proofs are not available in English or Hindi language, a self attested translated copy of ID in English should also sent with the self attested copy of Id proof itself.

J. After completing the application in all respect, self attested copy of Passport with English translation (or other valid Ids if passport is not valid) should be attached with the application Form (49AA) and application should be sent by post or courier to following address :-

NEW PAN CARD GROWTH REDUCED BY MORE THAN 50%

Till 02.02.2014, Date Of Birth declared by applicant of New Pan card was being accepted but rules for pan card were made harsh and very hard particularly relating to proof for Date Of Birth since 03.02.2014 by the  Man Mohan  Govt .  and  since 03.02.2014, options  for proof for DOB were made  limited very irrationally which resulted in to decrease in growth of pancard in India.

During the February, 2013NDSL received total 17,76,999 applications and 18,20,048 applications in January 2014 which were reduced to only 7,75,540 (Reduced by about 57%). Likely,  during the February, 2013, NDSL and UTIISTL both received total  29,48,044  and 29,86,221 applications in January 2014 which were reduced to only 14,26,443 (Reduced by about 53%) for new pan card .

By these new irrational rules, illiterate, rural and senior citizens are badly effected and are being rather penalised for their illiteracy and seniority. It seems that Govt. does not like this growth in new pan card and therefore, it put the restrictions. Such irrational conditions for DOB increased the corruption and cost of pan card. Now, all indians are expecting  simplified rules and procedure for new pan card from present popular Modi Govt. which could not put it’s attention towards this problem.

An affidavit sworn before any Notary Public is accepted by any magistrate and even by High courts but very surprisingly, an affidavit sworn before any Notary Public for the purpose of Date Of Birth, is not accepted ay Income-tax Department which is a total unjustice against  illiterate, rural and senior citizens.

PANCARD FOR RURAL, NON-METRIC AND ILLITERATE INDIAN CITIZENS

Every Indian citizen including Senior Citizens, Rural Persons and illiterate persons can apply for Pan Card in India.

Precautions for Illiterate Applicant : All other formalities are same for all applicants but in case of an illiterate applicant of pan card, he will have to put his/her thumb impressions at total three places instead of signatures. First Thumb Impression should be put on left side photo (Half on photo and half on paper but not on face ) and should be attested by NotarySecond Thumb Impression should be put within the box below the right-hand side photo but without attestation by NotaryThird Thumb Impression should be put within the box at the bottom of application on the right-hand and should be attested by Notary.

Identity Proofs : Like Others, illiterate applicant of pan card will also require to submit original or copies of personal identity Proof, Address Proof and Proof of address as case may be. All these Ids and proofs are prescribed by Govt. Of India and therefore, these should be prescribed proofs only. Main Problem of Proof Of Date Of Birth : Generally, all the Senior Citizens, Rural Persons and illiterate person in India do not have any proof of date of birth. Date of Birth mentioned in Aadhar Card and Notarised affidavit are also not eligible and therefore, it is very problematic for such Senior Citizens, Rural Persons and illiterate persons for getting the pan card. since, 03.02.2014, it has become very difficult to get the proof for pan card as the applicants have very limited options. Particularly senior citizens, non-matriculate persons and rural Indians have great problem as average Indian don’t have any birth certificate.

However, Govt. has allowed affidavit for date of birth but it should be sworn before a magistrate of any kind / rank which is almost an impossible task as no magistrate likes this job and therefore, average Indian is unable to get Magisterial affidavit. Generally, Tehsildar , Nayab Tehsildar and Deputy/Asstt. Tehsildar are also Executive Magistrate but in their official seal, ‘Magistrate’ word should be there and such  Tehsildar , Nayab Tehsildar and Deputy/Asstt. Tehsildar can be approached through any document writer or advocate.  General public and public representatives should request / represent the Govt. Of India that Notarised Affidavit and/or Certificate of Gazetted Officer should be allowed as proof of date of birth for all the Indian citizens.
